Yes, a portal user can have 4 different statuses: Active, Deleted, Pending and Suspended. On the Portal Users menu option you can click on the status for each user. A window will then appear with a dropdown allowing you to change the status of that user. There is also a place to enter in a comment. Once you are finished click "Save".
